"William Burroughs was not a 'magician' but he did manipulate reality and particularly participants of the 'occult'. The theory of 23 as a number with mystical significance was released as a meme to ridicule those who take the theory seriously. 23 is NOT a number with more significance than any other, but because Burroughs suggested that it is there are people who took the theory seriously and laud every occurance of the number as meaningful. This, of course, does give the number meaning although it's meaning is necessarily different from what is stated by the counterculture the meme has spread through. Subsequently 23 does appear everywhere, either because it is noticed by someone who is aware of the significance imposed upon it or because the number is used by the same people to reference Burroughs or another proponent of the 23 enigma theory. The underlying truth is that the 23 enigma is a manipulation by Burroughs of the conciousness of his followers which now propegates through the output of other writers and artists (Robert Anton Wilson, Genesis P-Orridge, etc.)"
